Residents are welcome to apply for their beach applications in person on Saturday, April 28, 9-12 pm and Wednesday, May 16, 6-9 pm at the Community Center.
Applications are available at this link, at www.rowaytonlibrary.org and also at the Rowayton Library and Rowayton Hardware.
Be sure to bring with you:
- COMPLETED BEACH APPLICATION (one application per family).
- A STAMPED-SELF ADDRESSED ENVELOPE. (Postal rate increase effective May 18.)
- A CURRENT and LEGIBLE photocopy of each vehicle registration. If vehicle registration does not show the name & address of resident, applicant must ALSO attach either a photocopy of the insurance card or a photocopy of the first page of the vehicle lease showing resident’s name and Rowayton address.
- APPLICATION FEE: $10.00 entitling each resident to one parking permit + $5.00 for each additional parking permit to be paid by check payable to the Sixth Taxing District.
- RENTER: A copy of 1st page of current lease showing resident’s name and Rowayton address.
- NON-RESIDENTS WHO OWN RESIDENTIAL PROPERTIES IN ROWAYTON: A copy of the current, paid property tax bill and registration for one vehicle.

Alert! There are new Options for Bayley Beach Permits
The summer season is fast approaching so you will want to get your Bayley Beach stickers ASAP. The Sixth Taxing District (6TD) wants to make this process easier for you this year. There is an application form in the latest issue of Currents, which you can use, or the form is available at this link or you can find copies at the Library and Hardware Store.
Please use the checklist at the bottom of the application. Be sure to mail it to the right address (P.O. Box 285, Rowayton 06853) and be sure that you include a copy of your CURRENT vehicle registrations. Don’t forget to include a check!
The District will start processing applications on April 15th and plans to have a turnaround time of no more than 10 days. This should be earlier and faster than in the past.
In addition, for the first time, there will be walk-in registrations on Saturday April 28th from 9 AM – 12 PM and on Wednesday May 16th from 6 – 9 PM at the Community Center, 33 Highland Avenue.

Bayley Beach Playground Update
On behalf of the Bayley Beach Playground Fund, we would like to thank the community of Rowayton for its overwhelming support of the newly renovated Bayley Beach playground. This project was supported by many individuals, companies and community groups including: the Sixth Taxing District Commissioners and Ed Carlson who helped make the process from initial town meeting in November 2005 to new playground installation in May 2006 run as smoothly as possible. Along the way, there were many who helped make our dream of creating a better and safer playground for our children a reality. The new playground would require more than $60,000, but we knew it would take more than money to complete. It would take determination, time and passion, all of which we found in huge supply in our community. We’d like to take this time to tell you of our journey in building the new Bayley Beach Playground and to thank those who helped along the way.
In November 2005, we developed a new site plan for the playground with the help of a focus group consisting of 40 representatives from the community, information regarding current safety codes and ADA (American with Disabilities Act) regulations. We began our fundraising efforts with a presentation at the Sixth Taxing District meeting in December 2005 with a goal of having a new playground unveiled by Memorial Day 2006. Rowayton resident Manny Perez was so moved by the presentation and enthusiasm behind the project that he became our first supporter with a donation of $1,000.
Immediately following that meeting, we formed the Bayley Beach Playground Fundraising Committee (made up of Sylvia Doyle, Garrett Friedrichsen, Tammy Harris, Cecilia and Greg McCall, Cathleen Morgan, Karen Meese, Nina Smallhorn, Chris Sovak and Tracey Stidolph) to develop a plan for raising the funds needed for the project. This committee was responsible for creating our main fundraising tool (the donor picket fence and donor wall) and achieving 501(c) 3 status which means that all donations made to the Playground Fund are tax deductible. Through this status, we also qualify for company matching plans. Many thanks to Warwick Carter, a resident of Darien, who was instrumental in obtaining 501(c) 3 status for Cherry Lawn Park Playground and who helped us understand what we needed to do to get the same (should you work for an organization that provides matching contributions for 501(c) 3 organizations please contact us at so that we can facilitate the matching contribution process). The committee was also responsible for coordinating the donation of time and materials from local businesses to help prepare the site for the build and the donation of food and beverages for our two big community events - the community build of the playground and the Grand Opening Party.
In addition to the Bayley Beach Playground Committee’s efforts to raise money, we received the majority of our donations through a number of local organizations including: The Rowayton Civic Association (RCA) through the Currents newsletter and its website, run by Jody Sattler, which provided the community with site plans of the playground, information about our picket fence fundraiser and a donor form on their site; and The Rowayton Parents Exchange (RPE) which included information regarding the playground in its bi-monthly newsletters. We would also like to extend our deepest thanks and gratitude to the Sixth Taxing District for their generous allocation of $30,000 to our fundraising efforts.
Our project could not have been completed without a tremendous outlay of time and local corporate services from companies that supported our cause. We are very grateful to: Pat Sweeney of Sweeney Construction and Fred Genestra of F & G Construction for removing the old playground equipment and excavating the grounds in preparation for the new playground; to Keith Cavanagh of CDC Landscaping for providing dumpsters and laying all the wood fiber down upon its completion; and to Home Depot for providing the concrete needed for the build and providing volunteers to assist with the construction on our build day. These companies donated their time and effort to our cause. |

| The Community Build took place on Saturday, May 13 and was a marvel of community spirit and teamwork. Mark Sattler helped coordinate all the tools needed for the day and Liza Laibe and Angeline Leonard coordinated the food donation from Brendan’s 101, Rowayton Pizza, Rowayton Market, SoBe Beverages, and White Bridge Liquor for the hungry volunteer building crew. Our biggest thank you goes out to the 47 volunteers who gave their entire day to building our new playground. They are: |

We are happy to report that our project drew such local interest that our Community Build was covered by Channel 12 News. Our local station aired footage of our volunteers building the playground and interviews with the volunteer builders on the Live at 5 news broadcast that night.
Our playground was built in time for Memorial Day 2006! On Saturday, May 20th we celebrated with a Grand Opening Party that was attended by more than 350 people. The day was a happy coming together of families that enjoyed the sounds of Andrea Towey’s Band “Little Loomis”, a caricature artist, face painting by Margo Packer and Liz Machette, ice cream donated by Brendan’s 101, and the tasty food from Super Duper Weenie of Fairfield. We want to thank Georgie Farrar for her help organizing this event (as well as through the whole project) and to SoLuxe Stationary for donating the invitations for the Grand Opening Party. It was incredibly rewarding and heartwarming to watch our children running, playing, jumping through the new playground many of their parents had helped build. |

And so, we want to extend our deepest and most grateful appreciation and thanks to all of our donors for their time and interest in the rebuilding of the Bayley Beach playground, which we hope will become one of Rowayton’s most treasured – and fun! – destinations. We have been to the playground numerous times since it’s opened and there isn’t a time that we haven’t seen it packed with families and the sounds of their happy children. It has been truly an honor to see our community rally in such strength and work together to create this little slice of playground paradise.

Rules and Regulations
for Bayley Beach Park
-
The park is open, weather permitting, throughout the year. The
summer season will commence Memorial Day until September 15. Gates
will open at 8:00 AM and close at 9:00 PM. Park hours the
rest of the year will be posted. Park gates will be locked
during hours when the park is closed.

A vehicle Admission Fee will be charged for vehicles without a
valid Parking Permit or Guest Permit. Fee schedule- $20.00
weekends and holidays, $15.00 weekdays. Buses will not be
admitted. Pedestrians or bicyclists who are not Sixth District
residents or property owners will be charged a $10.00 Admission
Fee. Bicycles must be parked in bicycle racks.
A sign
will be posted when a Lifeguard is not on duty. All bathers including
small children must wear swim attire.

No sailing craft may be launched from the beach. Only
hand-propelled watercraft, e.g., kayaks, canoes may be launched
from the beach into the designated water lane. Upon return,
the craft may not remain on the beach.

The beach is defined as the waterside of the concrete walk. No
eating or drinking or taking glasses, bottles or china onto the
beach is permitted. Audio equipment on the beach may only
be used with headphones. Ball playing, frisbee throwing,
running games and kite flying on the beach is not permitted. Fires
are permitted only in fireplaces.

Use of the Little League field is by permit only. Adult/teenage
participation is limited to activities associated with coaching,
instruction, officiating, etc. Adult/teenage play is prohibited.

Admission fees may be waived by the Sixth Taxing District Commission
for sanctioned group use of the park, such as family groups, Little
League games/practice, youth camps, RTA inter-club tennis matches,
RCA Lobster Bake, etc.
VIOLATORS OF THE RULES AND REGULATIONS FOR BAYLEY
BEACH PARK WILL BE SUBJECT TO SUSPENSION OF BEACH PRIVILEGES AND/OR
$100 FINE.

About Bayley Beach
Bayley Beach, part of Neville Bayley Park, is owned and maintained
by the District for the use of its residents. Sixth District
residents may obtain permits for beach use by application at
the Library starting in May. Life guard services are provided
in season from Memorial Day to Labor Day.
Children's
playground, basketball court, volleyball area and Pavillon
Restrooms and picnic tables are available. Five tennis courts,
maintained by the Association and leased from the district,
are for the use of members.
Bayley Beach was once a part of Roton Point Amusement Park,
in operation from the late 1800's until late 1942.
Other residential areas of Rowayton known as Pine Point,
Bell Island and the Beach Association have private beaches
which are maintained by the resident associations.

Directions to Bayley
Beach

From I-95 North:
Coming north off 95, take Exit
12 and take a right at the end of the ramp. You are on Tokeneke
Road. Stay with this all the way through two lights until you come
into the town of Rowayton. At the second light, the street will
become Rowayton Avenue; do not turn left at this light – stay
along the water! After you pass the Village area (Rowayton Market
on right, Post Office and hardware stores on left, etc.), proceed
about 200 yards to a stop sign.
At this stop sign, make a left on to Route 136, which is also
McKinley Street. You will go 100 yards and come to a traffic
light; make a right at this light on to Roton Avenue. After about
2/10 of a mile, you will come to a stop sign (Crockett Street).
Proceed straight through the stop sign; you will next pass Drum
Street on the right -- again, proceed straight.
Roton will merge with Pine Point Road shortly after Drum; do
not turn right toward the Weeburn Beach Club. Bear slighly left,
and after about 100 yards (fenced-off open space of dense forest
area on right), you will see a break in the fence and the driveway
to the Roton Point Club and Bayley Beach (near a yellow fire
hydrant, you will see signs for both beaches hanging from the
wire mesh fence). Bear right into this driveway; after about
100 yards, the driveway will end -- bear right into to Bayley
Beach and check in at the guard desk (if you bear left, you're
entering the Roton Point Club).
From I-95 South:
Coming south on 95, take Exit 14. Go left at the light -- you
will be facing Swanky Frank's, and you'll be turning on to Route
1/ Boston Post Road. You'll go left at the next light (Scribner
Avenue – Pizza Hut will be on your left). You'll come to
a Stop Sign, and turn right on Flax Hill Road. Next go left on
Highland Avenue.
You will stay with Highland Avenue for 2-3 miles all the way
to Rowayton. You will come to a "T" intersection where
Highland meets Route 136 and Wilson Avenue. You will stay on
Highland by bearing left and immediately bearing right (do not
make a complete left turn – that will put you on Route
136 heading toward Wilson Point and South Norwalk).
You will pass the Rowayton Library and community center on the
right; at the next intersection, turn right on to McKinley Street.
At the next light, turn left on Roton Avenue and follow the directions
above to the beach. |
